Over the last 20 years, there has a great increase in legal and regulatory scrutiny of the use of restrictive procedures such as physical holding, mechanical restraint, and seclusion. If not used carefully, with proper staff training, these interventions can be used abusively.

A recent report by the General Accounting Office highlighted many cases of abusive use of restraint and seclusion, sometimes resulting in death. While this report focuses on treatment of children, there are similar risks in adult treatment programs as well.
